Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the presentation of a new 28-point plan for resolving the conflict appeared – briefly – to have been stabilised. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: another massive barrage of rocket attacks on Kyiv.
The Pattern of Negotiation and Warfare
The succession of contrasting events captured the bleak nature of the outgoing year. By day, political struggles are conducted: hopeful statements are issued from different nations. Considerable effort is devoted on containing certain initiatives. By night, Moscow brutally reminds the world that, for them, military action persists as the primary tool for achieving "resolution".
After-Dark Attacks
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is able to track projectile deployments from Russian territory, a capability afforded by timely intelligence. From witness perspectives, defense planes that had been scrambled to counter approaching guided weapons roared overhead – advanced fighter aircraft delivered to Ukraine by Western partners.
Shortly after, Kyiv's anti-aircraft weapons activated: multiple launches fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, most likely supplied through Western nations. Every deployment jolts you unexpectedly, causing tremors. The instant of fear quickly gives way to grim resignation: perhaps the approaching threat won't strike its target this time, sparing the city from devastation and further power outages.
Continuous Dangers
Soon after, a automatic firearm engaged a drone close by, part of a defensive team – almost certainly Western-made equipment. Unfortunately, the shots failed to hit the hostile drone – it pressed on overhead toward its target.
With pauses, this continued until dawn. Kyiv greeted the early updates: seven people killed, damage and infrastructure problems in numerous residences as a result of the evening attack. As typically, everyone still went about their day – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on Western support – a need that regional partners are demonstrably unable to replace in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from Washington sparked intense emotion, debate and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.
Every new initiative from Washington follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually secure success. This pattern will, no doubt, endure.
Political Considerations
It is convenient to criticize specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. US administration operates on a premise understood by seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The American government believes that it is impossible to pressure the Kremlin to surrender the territory that it already controls in Ukraine's southern or eastern regions.
The problem is that while recognising this factual reality, Washington does little to deter Moscow, through words or deeds, from believing that the situation will not change more in its advantage in the months ahead.
Opposing Positions
Therefore, Russian leadership is confident that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their motivation to accept conditions that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's government remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing lives and land but avoiding a total frontline collapse until circumstances change in its advantage.
Present Conditions
Objectively, there are no genuine requirements for a ceasefire. Now, personal considerations are becoming relevant: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unacceptable, so that their attention does not move to homefront challenges. And although their task will now be significantly challenging after recent developments, it remains quite doubtful that this will change their overall approach.
These conflicting dynamics are driving the talks.
Conclusion and Outlook
It took a just a single week to kill the proposed articles of the latest plan. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, latest revelations, all achieved their purpose.
While new plans based on old ideas are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and demonstrate specific hesitation to alter the situation, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, largely rely on ongoing international assistance.
